charters and guidelines to bring them up to date and
make necessary changes.  Readers are encouraged
to visit the site, copy any materials of interest, and
make suggestions for improvements in accordance
with the procedures outlined in the newsgroup creation
guidelines.  CFDs (Call for Discussion) may be conducted
within the groups, but formal RFDs (Request for Discussion)
must be crossposted to us.config.  Formal votes are not
taken -- amendments to charters and guidelines are valid
only when they are approved by consensus in us.config.

Meanwhile, active posters are urged to try to stay
on-charter for their groups, ignore disruptive posters,
and keep their crossposts down below G5.
