You should be able to access it from your Google Apps dashboard. If not, try deleting your Google Page Creator service and then cIick Add more services link.

Also the Google Sites service may not be available in your language. Try setting your Google Apps default language to English. This setting is located at Domain settings tab > General > Language. In this same settings page you should also activate Next generation(US English only) feature.
