Small Webcasters are facing obliteration as the ammendment to HR5469, the
Webcast royalty bill, was killed by a single Senator as the Congressional session waned. The bill passed the House unanimously, and was expected to sail through the Senate identically. It appears that small-station Webcasting, brought to the brink of salvation, will be killed after all. Assunto: Small Webcasters Offered Reprieve
After the Small Webcasters Ammendment Act was skewered in the Senate just
before the Congressional session ended, the agency in charge of collecting royalties (SoundExchange) has exempted small Webcasters from paying the full retroactive per-song rate, due this Sunday. Instead, they may pay the minimum rate ($500 per year), in the hope that the Senate will revive the bill when it resumes on November 12. So the Webcasting industry isn't dead quite yet. Rhapsody's streaming-music service is fairly addictive, even if you don't
own a damn thing at the end of the month. The next version, due out next week, will offer audio burning at 99 cents per track (in addition to the monthly fee subscribers already pay).
